5.1.3 Res. 08-15: Lighthouse Logo Colors

Winkel presented the staff report. Winkel stated that at the request of Mayor Schamehorn, Council President Tiffany has written a resolution that specifies the colors to be used in the City’s Lighthouse Logo.

Claassen began the discussion by stating that he was concerned with the tone of the resolution. He felt that it attacked Ms. Licht personally, and he stated the section on the addition of the chimney and lighthouse should not be there due to the fact the restoration is trying to be historically accurate and those features were, at one time, a part of the lighthouse.

Briscoe stated that he agreed with Claassen and that he felt the resolution tended to “vilify” and was confrontational.

Roger Straus, 12th St. SE. Straus introduced himself as the President of the Coquille River Lighthouse Keepers and stated that he had been at the meeting which the Mayor had also attended. Straus read from a copy of the Lighthouse Keepers Mission Statement (he gave one copy to the City Recorder). He first addressed the issues of the fog horn and chimney. They are historical aspects of the lighthouse. Due to the fact there is not going to be a fireplace inside the lighthouse, the chimney, after discussion, will probably be removed.

Straus feels that the problem with the lighthouse restoration is the difference in interpreting the truly historic and the perceived history. Ms. Licht’s interpretation of what the lighthouse color should be is based on “at one time it was painted red.”

The Lighthouse Keepers position in the restoration is to support the state in their restoration efforts and in trying to keep the lighthouse restored correctly and to keep the restoration moving forward. The money is there, so the phased work on the lighthouse should continue and the color can be dealt with.

Powell asks Straus if anyone had stated that they were going to paint it a different color. Straus replied that they had not.

Schamehorn stated that she had, prior to this last meeting with Ms. Licht, been led to believe that the white color would be restored. This last meeting, Ms. Licht showed 50 paint samples, and none of them were white. Schamehorn stated that she could live with the fake attachments, but the color should be based on the commissioning document that states “white with a stone base.”

Powell stated that Straus and the Lighthouse Keepers have done a great job, he is irritated that no one said anything about the color.

Arlie Owens, 10th St. SW. Mr. Owens is a local photographer who has lived here for 56 years. He feels that the Bandon lighthouse is one of the most photogenic lighthouses on the Oregon coast. The Chimney detracts from the photogenic qualities of the lighthouse. He stated that feels as if the State has used a “pick and choose” plan for what gets restored. None of the logos present in the room look like the present lighthouse. Although the City does not have a legal right to the lighthouse; it represents Bandon. Mr. Owens stated that he feels the City should have some say in the color.

Schamehorn feels that the sentiment of the citizens of Bandon is 95% to change the color to white.

Margaret Gorman-Crook 11th Street. Ms. Gorman-Crook told of how the lighthouse was a mandatory art subject the 34 years she taught art at Bandon High School. There are paintings of the white lighthouse everywhere. Gorman-Crook stated that she thinks the lighthouse today looks dirty. She will be glad to help.

Tiffany admitted that she wrote the resolution under “irritation.” She is willing to remove the last three points in the second paragraph and thinks that will be much less personal. Powell suggested that it remain the same. Claassen stated that the City should pursue other avenues and that the removal of the three points still sounds too contentious. Briscoe questioned sending copies to the Governor and the Oregon State Parks Department. Discussion led to change the last sentence in the last paragraph to read, “asking that the Coquille River Lighthouse be restored to its familiar, historic color.”

The motion was made by Tiffany and seconded by Powell to adopt Resolution 08-15 with the above stated changes. The motion failed 2 : 4 (Tiffany, Powell voting in favor)

The suggestion was made to have everyone try to write a short resolution to address just the color of the lighthouse and bring it back at the next meeting.
